When to start peppers and tomatoes from seed? ?

Hello, I want to plant some peppers and tomatoes indoors and start them so they are big and strong when I plant them outdoors in the spring. I live in Connecticut and want to know when would be the right time. I do not have a greenhouse and would use a seed starter tray.
